Abstract

Information has always been recognized as a resource, which has a certain value. The advantages were always on the side of the person who owns the information. Scope of the creation, circulation and destruction of information resources is the scope of the legal controls on a global, worldwide. Simultaneously with the establishment of the legal characteristics of the legal regime of object relations – information resources in various forms, and the settlement required the legal status of the subjects, the normative definition of their rights in relations over the information. There was a need for legislation in the field of information and information society.
